Taste the herring fillets and soak them in water or milk for a couple of hours if they are too salty.
Cut the herring fillets into pieces.
Peel and thinly slice the yellow part of the orange peel.
Blanch the orange peels by boiling them in cold, unsalted water and then drain the cooking water. Repeat twice.
Grate the ginger and slice the onion into thin strips.
Mix vinegar, sugar, and water.
Bring to a boil and set aside to cool.
Add the orange zest and grated ginger.
Layer the herring, onion, bay leaves, and black pepper in a jar. Pour over the cooled vinegar brine.
The herring should marinate for a day in the refrigerator before serving.
The herring keeps in the refrigerator for about 2 weeks.
