Toss the mackerel in a mixture of flour, salt, and pepper.
Fry until golden in oil, about 2 minutes on each side.
Clean and slice carrots, red onions, and garlic into thin strips, and chop fresh thyme leaves.
Sauté the vegetables and thyme in oil until they start to turn brown.
Pour in white wine vinegar and water, add bay leaves, salt, and pepper.
Let the marinade simmer for a couple of minutes, then pour it over the fish.
Serve the mackerel with potatoes and salad on the side.
