Cut the cod into cubes and the fennel into thin strips.
Mix olive oil, lemon juice, and salt, then add a third of the fennel.
Finely chop the shallot and sauté in a little olive oil with the rest of the fennel until the onion is soft.
Add white wine, vegetable broth, sambal oelek, and oregano, and cook until the fennel is tender, about 10 minutes.
Add heavy cream and season with salt and pepper.
Blend the soup with an immersion blender if desired.
Add the cod cubes to the soup and bring to a boil.
Let the soup sit for 5 minutes.
Add shrimp and marinated fennel just before serving.
Serve the soup immediately.
