Cut the cod into serving pieces.
Cook the noodles according to the package instructions.
Gently bruise the lemongrass with the handle of a knife or similar.
Slice the celery stalks, ginger, chili, and carrot into thin strips.
Place lemongrass, celery, ginger, chili, water, and soy sauce in a saucepan, bring to a boil, and let it simmer for 2 minutes.
Add the cod and carrot, cover with a lid, and simmer for 10 minutes.
Remove the cod and stir in finely chopped cilantro.
Serve the cod with noodles and the broth.
